Project Overview
AIPVST is a comprehensive community welfare, membership, emergency support and financial assistance platform developed for All India Police Vittiya Sahayata Trust.
The platform is not limited to drivers or any single profession. Any eligible person can become a registered member, maintain a subscription, activate autopay, contribute through donations and access different welfare and assistance programs offered by the organization.
The application brings member management, emergency support, location tracking, subscriptions, recurring payments, donations, assistance campaigns, pension support, Kanyadaan initiatives, team management and payment analytics together inside one connected digital system.
The Challenge
The organization manages a large and diverse community of members who may require help in different situations, including accidents, medical emergencies, financial hardship, pension-related support, family responsibilities and social welfare needs.
Managing membership records, monthly subscriptions, emergency requests, assistance campaigns, donations and payment transactions manually would be difficult, slow and prone to errors.
The client required a centralized mobile platform where:
- Any eligible person could register as a member.
- Members could manage their profile and membership status.
- Subscriptions and recurring autopay payments could be maintained.
- Emergency and accident-related help requests could be raised.
- Location information could assist the support team in reaching beneficiaries.
- Financial assistance cases could be published and supported.
- Pension assistance programs could be managed.
- Kanyadaan and family-support initiatives could receive contributions.
- Community recognition and encouragement programs could be presented.
- Users could donate toward different welfare purposes.
- Administrators could manage members, payments and assistance activities.
The Solution
A custom Flutter mobile application was developed with a CodeIgniter 4 REST API backend. The platform provides a complete digital ecosystem for members, beneficiaries, donors, organization representatives and administrators.
The application uses a bilingual Hindi and English interface so users from different regions and backgrounds can understand and operate it comfortably.
Open Community Membership
The application allows eligible users from different professions and backgrounds to join the trust as members. Drivers are one of the important member and beneficiary categories, but the system is not restricted to them.
Each member can have:
- A unique membership ID
- Profile photograph
- Personal and family information
- Occupation and member category
- State and district information
- Active or inactive membership status
- Subscription status
- Autopay status
- Complete payment history
Member Management
The administrative member directory supports thousands of member records. Administrators can search members using an ID, name or phone number and filter them according to active, inactive or autopay status.
Member cards display important information such as:
- Member name and photograph
- Membership ID
- Father or husband name
- Occupation and category
- State information
- Joining date
- Membership status
- Autopay status
- Payment history
Membership Subscription and Autopay
Members can maintain their association with the trust through setup and recurring subscription payments.
The system supports:
- Initial membership setup payments
- Monthly subscriptions
- Recurring autopay
- Direct donations
- Purpose-based welfare contributions
Autopay status can be monitored from the member dashboard, allowing the organization to identify active and inactive recurring-payment members.
PhonePe Payment Gateway Integration
The application integrates the PhonePe payment gateway for membership payments, subscriptions and donations.
Payment records include:
- Order or transaction ID
- Member ID
- Member name
- Mobile number
- Payment amount
- Payment purpose or category
- Transaction date
- Payment status
Administrators can search transactions by member name, mobile number or transaction ID and filter them based on payment status.
Payment Analytics
A dedicated payment dashboard provides a real-time financial overview to administrators.
It contains:
- Today's collection amount
- Today's transaction count
- Setup payment count
- Monthly subscription count
- Donation count
- Autopay transaction count
- Total collected amount
- Successful and other payment-status filters
Emergency and Live Help
The Live Help module allows registered members to request assistance during an accident, emergency or critical situation.
Each help request can display:
- Member name and photograph
- Registered phone number
- State and district
- Approximate distance
- Request date and time
- Elapsed time since the request
- Emergency status
Emergency Actions
Authorized users can respond through:
- Call Now: Contact the person requesting help.
- Get Direction: Open maps and navigation for the shared location.
- End Help: Close the assistance request after resolution.
Location and Tracking
Location-based functionality helps associate emergency requests with the member's current or submitted location.
Distance indicators and navigation actions help representatives coordinate assistance and reach the required location more efficiently.
Financial Assistance
The platform supports financial assistance campaigns for members, families and beneficiaries facing medical, accident-related or other serious financial difficulties.
Each assistance campaign can contain:
- Beneficiary photograph
- Campaign title
- Assistance category
- Case information
- Remaining campaign duration
- Countdown timer
- Donation and contribution options
Pension Sahayata
The Pension Sahayata section supports pension-related welfare initiatives for eligible members or beneficiaries.
The organization can publish pension assistance cases, display beneficiary details and allow community members to contribute toward the initiative.
Kanyadaan Assistance
The Kanyadaan module is designed to support eligible families during marriage-related responsibilities.
Users can contribute toward Kanyadaan initiatives by selecting the relevant donation purpose and completing the payment digitally.
Samman and Recognition Programs
The Samman section allows the organization to publish recognition programs and honour individuals or community members for their service and contribution.
Protsahan Programs
The Protsahan section displays encouragement and community development initiatives conducted by the trust.
These programs help promote participation, awareness and social responsibility among members.
Donation and Contribution Management
A prominent Donate Now action is available across key areas of the application.
Users can:
- Enter a contribution amount
- Select the donation purpose
- Support financial assistance campaigns
- Contribute toward pension assistance
- Support Kanyadaan initiatives
- Contribute to other community welfare programs
- Complete payment using the integrated gateway
The purpose-based donation system ensures that contributions can be associated with the correct welfare initiative.

Bilingual User Experience
The application uses Hindi and English across navigation, titles and major actions. This makes the platform accessible to users from different educational and regional backgrounds.
Technical Implementation
The mobile application was developed using Flutter and Dart.
GetX is used for state management, navigation and dependency handling. Dio manages REST API communication, while SharedPreferences stores local session and application information.
The backend REST APIs were developed using CodeIgniter 4 and PHP. MySQL or MariaDB is used for structured storage of member profiles, subscriptions, payments, emergency requests, welfare campaigns and administrative data.
PhonePe handles online payment flows, while maps and location services support emergency tracking and directions.
Project Result
The completed application provides a centralized digital platform through which the trust can manage thousands of members, recurring subscriptions, assistance requests, donations, campaigns and payment records.
Members and contributors can participate in multiple welfare initiatives instead of being restricted to a single profession or assistance category.
AIPVST connects members, beneficiaries, donors and the organization through one inclusive platform for emergency help, financial assistance and community welfare.
